Pastor of First Methodist Church, Corinth, Mississippi. He was named Mississippi's "Rural Minister of the Year" in 1959.

William Frank married Betty Sue SMITH. Resided in Europa, Mississippi.

They had the following children:
i. William Franklin. Born in 1956.
ii. Elizabeth Ann. Born in 1960.
